Hard to see why the folks in PA thought they should enact this law after officials there signed a consent decree. I bet the NCAA regrets not just giving PSU the death penalty.

its hard to understand for people outside of PA, and for the record I strongly dislike PSU in all aspects, but you cant walk down a block without meeting someone that went to PSU, and they feel strongly about the topic and they want the money from the fine to stay within the state. It's going to drag on and on.
