"...as Commissioner Goodell’s designated appeals officer. The decisions have made clear that the Saints operated a bounty program..."

"...in violation of league rules for three years, that the program endangered player safety, and that the commissioner has the authority.."

"...under the CBA to impose discipline for those actions as conduct detrimental to the league. Strong action was taken in this matter..."

"...to protect player safety and ensure that bounties would be eliminated from football." End of NFL statement.

What I want to know is how in the hell Tagliabue is capable of doing this when he is no longer the commisioner of the NFL?

To answer your question? no he did not make the right decision you let the punishment fit the crime..if your going to outlaw bounty hits on other players
then you stand by the commisioners decision to suspend or ban them from
playing the sport they love to play

since he was appointed by Goddell and agreed to by the players, that is what gave him the right to rule.

I actually agree with you on this. Tagliabue even said that the players participated in a bounty program, and that Vilma was the leader of the program. However Tagliabue put the majority of the blame on the saints coaches and organization, and for this reason he vacated the suspensions.

since they obviously did the crime, they should have dome the time.
